What goes first — education or experience?

Depends upon the purpose of your resume and the kind of job that you have applied for. If you have made chronological resume to highlight you experience over the years then of course experience needs to mentioned first.
If on other hand, your experience is not relevant for the job but your education is, then you should mention education first
