You can make resume by adding graphics. You can use those for highlighting the proficiency in skills. For story telling resume you can add pointers to make content worth reading and interesting. For example when you have added experience in resume you can make points to highlight you role and responsibilities
On other hand when making video CV, you should highlight yourself as a professional person. Tell about your education, experience, projects, certification interest and hobbies verbally in formal clothes with plain background

Most employers today use what’s called an ATS (Applicant Tracking System) to automatically screen resumes. ATS resume scanning software is designed to scan a resume for work experience, skills, education, and other relevant information. If it feels the resume is a good match for the position, it gets sent forward to the hiring manager.

The ATS has a very hard time reading infographic resumes which means the resume could be automatically rejected. Hence, unless specifically requested, my advice would be to stay clear of creative resume formats and stick to the traditional but highly professional resume format.
