Hypervisor runs at baremetal level, i.e. it controls the execution at processor. From that perspective, OSes are the Apps running on top of Hypervisor.
The docker daemon runs within an OS as a service and manages containers for you. So from docker perspective, containers are the apps running on your OS.
The underlying control mechanism for both of these technologies are very different. One uses processor level instructions (hypervisor) , other uses namespace and OS privileges.
