Do company hires already working people at a higher package or a good package?

I cleared Fragma Data Systems first round they put my profile on hold saying, “We don’t require data engineers now. We will get back to you once again” while all other people got selected except me. I cleared my first round in The Math Company and then put my profile for hold. Will I be not getting placed?
