What is the most important skill needed to adopt SOA ?technical or cultural?

Certainly, it’s a cultural thing. People must think about business and technology in new ways as a result of SOA. Instead of starting with technology (e.g., what kinds of things can we do with this system if we implement it? ), practitioners should start with business functions or services (e.g., my company performs these business functions, so how can I set up my IT system to do those things for me the most efficiently?).

SOA adoption is projected to transform corporate IT departments, resulting in service-oriented (rather than technology-oriented) IT organizations.
