A Voluntary Employees’ Beneficiary Association (VEBA) plan is a tax-exempt trust that members and qualified dependents can utilize to pay for medical expenditures. An employer is usually the one that pays for the plan. Employee payments may or may not be required, depending on the business plan, however individual elections are not authorized.
To be eligible for VEBA participation, employees must be covered by an employer-sponsored health plan.
